Rising water and burned bodies... long post

This is a recurring dream that I had about 3 times a week over the course of 2 years, I haven't had the same dream or anything similar until last night... and it was exactly the same dream.

I am walking through my hometown when I see water rising in the streets... I get the attention of two children, under 5 years old, and tell them to come with me. I carry them through the town, and up into these mountains.. (there are no mountains in my real hometown) When we get to the top of the mountain I see that there is a huge full moon above us, and I tell the kids that everything will be fine, that it's just the moon causing a high tide. They are crying, but seem to understand. We wait and wait for the water to go back down.
As soon as it does the children go running down the mountain. I'm yelling at them that it isn't safe yet.. but they don't listen.
I walk very slowly down the mountain and back to the town. No one is walking around, but all the doors are open to everyone's home. I enter my neighbor's house only to find that she and her three kids have been burned to death... the only thing left is piles of ashes.
I walk into a few more houses only to see the same thing. Ashes of people that I know were somehow burned to death... no evidence of the flood at all. I finally walk back down a street leading to my own house and find my mom's car (a yellow Pinto, yes this was her car in real life). I get in the car and the two kids from the beginning of the dream are there with me. I tell them it's OK, that I'll take care of them.. they tell me they know that because the moon told them so. I start driving away, but feel very scared knowing that I don't even know these children and worried that their parents will accuse me of kidnapping them.
I always wake up as the car is pulling up to the traffic light leaving my hometown.

A little about me: I'm an only child, my mother and I have a very close relationship, small family.. just mom, grandfather and myself. I have lived away from home for about 15 years, but visit frequently. I do not have any children.
I've read about tidal waves and rising water meaning feeling overwhelmed, but I honestly can say that this didn't apply when I was having this dream recurring, or currently.
I'm very happy with my life, career is in the right place, everything seems to be positive for me right now.

Well, anyway... help is appreciated. I'd like to finally understand this dream and maybe why it resurfaced now.. the last time I had it before last night was nearly 3 years ago!! Thank you

Well, I can't really tell about the weather in the dream... The children are one of each, a boy and a girl... both under 5 years of age.
All three of us are wearing jeans and t-shirts.

The thing about the people being ash... I don't see a fire in the dream, but in the dream I know that they were burned to death. There is no fire damage to the homes, and I don't actually see a fire... just their bodies turned to ashes.

The moon is a bright full moon, seeming to be very close to the mountain.. and apparently the kids talked to it... because it told them I would take care of them.

The flood appears to have done no damage, just the feeling that we had to get away from it. So I guess we came out of it....

Are you speaking of a political governor This is very difficult for me to comprehend... Are you referring to an actual region of the world? Or do you mean that someone in charge will supress me in some way?

Sorry, this dream just makes no sense to me and I can't put the whole picture together from your references.
