Smoking for Money

Here's a short but baffling dream to interpret:
I was trying to find ways to make more money and was approached by a man whose characteristics I cannot recall. I think he was wearing a business suit. He told me that if I smoked cigarettes and exhaled the smoke into plastic bottles and put the lids on he would buy the bottles from me. I could smoke as frequently or infrequently as I liked, depending on how much money I wanted to make. I was sitting in a room that looked like a classroom from my primary school, smoking and filling bottles with a bunch of French guys who were doing the same thing.
After we had a big pile of smoky bottles the fellow in the business suit showed up to collect them. He didn't offer us any money but no one seemed alarmed, I supposed that we would be paid later.
Someone was asking him what the bottles were for and he was explaining that he was going to add the smoke to water that would come out of drink taps in certain primary schools. He was apparently targeting 7 year olds and was trying to get them hooked on nicotine as a sort of behavioral control. I don't recall feeling appalled, it seemed like a perfectly logical idea. I felt that even if the nicotine was harmful to the children that it wasn't my responsibility as I was only doing my job.
For the record I am a non-smoker.

If dreamt there was a huge smoke in east or west of that region means the region will have a cruel governor.
If dreamt there was smoke everywhere and flames of fire means there will be a disaster in the region.
If dreamt there was smoke in a city without fire means there will be a God's wrath.
If dreamt there was smoke in his house or shop means there be a loss by the governor.
So,seems you will do something cruel, or there will be a sorrow.
